The primary purpose of this position is: To serve as an Air Force Personnel Center (AFPC) Respite Care program administration specialist and Contracting Officer Representative for OAF-wide Exceptional Family Member Program.

- Respite Care Administrator and Subject Matter Expert for DAF Respite Care Program supporting the Exceptional Family Member Program (EFMP).
- Establishes, defines, and implements requirements for the Respite Care program to ensure operations are in line with regulatory requirements, support goals, and mission requirements.
- Participates in special studies and projects related to the Respite Care program.
- Serves as Contract Officer Representative (COR).

- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

- May occasionally be required to work other than normal duty hours and tour of duty such as overtime, weekends, call back, uncommon tour of duty, holidays, etc. May be required to carry a cell phone or mobile device.
- Serves as the liaison between Directorate Resource Advisor, AFPC/FM, AF/A 1 S, the Base Contracting Office, and other OAF and DoD offices.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able and willing to submit to a background investigation to verify suitability for employment.
- Limited area of consideration to Air Force Personnel Center (AFPC) AF Internal or AF DCIPS Candidates only. Applicants must be a current member of AFPC to be eligible.
Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade
GS-11 , or equivalent in other pay systems. Examples of specialized experience includes applying the principles, theories, and practices of program administration to support Air Force-wide programs; working with policies, regulations, service contracts, and contract assurance surveillance to support operations; using analytical and evaluative methods to track and assess the efficiency of programs to meet strategic goals; and using analytical techniques and evaluation criteria to measure and improve program effectiveness.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the
GS-11 level is required to meet the time-in-grade requirements for the
GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide personnel/manpower/services program administration responsibilities.
- Knowledge of the laws, regulations, principles, and practices of personnel/manpower/services program administration, service contracts, and contract assurance surveillance procedures.
- Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
- Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
- Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
- Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
